As Hemlock Public School District continues providing information about the November ballot proposals, district officials are clarifying one of the topics that often creates confusion among voters: the district's non-homestead operating millage renewal.
Officials say the renewal is an existing funding mechanism required under Michigan's school funding system and is not a new tax.
The non-homestead operating millage applies to commercial, industrial, rental, and other non-homestead properties. It does not apply to owner-occupied primary residences.
Under Michigan law, local school districts must levy this operating millage to receive their full per-pupil foundation allowance from the State of Michigan.
If approved, the renewal would allow Hemlock Public Schools to continue receiving nearly $3 million annually in operating revenue. Those funds are already included in the district's annual operating budget and support educational programs, staffing, transportation, technology, classroom resources, student services, and other day-to-day operating expenses.
"The goal is to help community members clearly understand what this proposal is and what it is not," Superintendent Don Killingbeck said. "Providing accurate information allows voters to better understand the purpose of each proposal before Election Day."
District officials also note that the operating millage renewal is separate from the tax-neutral bond renewal that will also appear on the November ballot.
While the operating millage supports the district's annual operating budget, the bond renewal would support facility and site improvements. By law, bond funds may only be used for capital projects such as school safety and security enhancements, additional classroom space, and campus improvements. They cannot be used for salaries, instructional programs, or general operating expenses.
