The Hemlock Public School District Board of Education recently reviewed the District's budget amendment for the current school year and initial budget proposal for the upcoming 2026-2027 school year.

"One of the Board's most important responsibilities is ensuring that Hemlock Public School District remains financially strong not just for today's students, but for future generations as well. We are proud of the district's continued commitment to responsible financial management, strategic planning, and thoughtful investment in our students, staff, and facilities. The financial position of the district reflects years of disciplined decision-making, and the Moody's Aa3 rating serves as independent validation that Hemlock is on the right path. As a Board, we remain committed to balancing opportunity with responsibility while ensuring taxpayers can have confidence that their investment in our schools is being managed wisely." — Matt Wesener, President, Hemlock Public School District Board of Education

The budget reflects a balanced approach that continues Hemlock's longstanding commitment to responsible financial management while making strategic investments in students, staff, programs, and facilities. Guided by best practices promoted by the Michigan Department of Education (MDE) and the Michigan School Business Officials (MSBO), district leaders continue to focus on maintaining financial stability, planning for future needs, and ensuring taxpayer resources are used effectively and efficiently. "Our goal is simple," said Superintendent Don Killingbeck. "We want to provide exceptional opportunities for students while remaining responsible stewards of the resources entrusted to us by our community. Every budget decision should support both today's students and the long-term sustainability of the district."

The budget includes investments that support the district's continued growth, including staffing additions, curriculum improvements, facility maintenance, and operational needs associated with recently completed district projects. These investments are designed to enhance student experiences while ensuring Hemlock remains positioned for future success. District officials also noted that enrollment continues to show positive momentum, reflecting strong community confidence in Hemlock Public School District and the educational opportunities available to students.

Hemlock's financial strength has been recognized beyond the local level. In 2024, Moody's Investors Service upgraded the district's bond rating to Aa3, citing the district's sound financial management, stable operations, and positive long-term outlook. The upgrade serves as an independent validation of the district's commitment to fiscal responsibility and strategic planning. The district also continues to benefit from strong cash flow management, allowing operations to proceed without the need for short-term borrowing. This approach reduces costs and maximizes the use of taxpayer dollars in support of student programs and services.

"Strong finances create strong opportunities for students. The Board has worked diligently to ensure the district remains financially stable while continuing to invest in the programs, staff, and facilities that support student success. The district's financial health, combined with the external validation of our Moody's Aa3 rating, demonstrates that Hemlock Public School District is well-positioned for the future." — Jamie Rivette, CPA, Treasurer, Hemlock Public School District Board of Education

As part of its ongoing financial planning process, Hemlock Public School District will continue to monitor state and federal funding, enrollment trends, economic conditions, and emerging opportunities that may impact future budgets. District leaders will also continue pursuing grants and partnerships that expand opportunities for students while reducing costs to local taxpayers. The district's annual independent audit will be conducted later this summer, providing another opportunity for external review and verification of the district's financial practices.

"Financial stewardship is not about saving money for the sake of saving money," Killingbeck said. "It is about creating the capacity to invest in people, programs, and facilities when opportunities arise. We are proud of the progress Hemlock has made and remain committed to building on that success for future generations of Huskies."
