The framework explains who to contact first when you have a question, suggestion, problem, or compliment—so issues are resolved quickly, respectfully, and at the level closest to the situation.
Why a Chain of Command?
Schools are busy places. To keep things running smoothly, HPSD uses a structured process so that issues are addressed efficiently:
Speeds up solutions. The person closest to the classroom, field, bus route, or cafeteria usually has the details to fix the problem fastest.
Builds respectful communication. Starting at the most relevant level ensures conversations are informed, professional, and productive.
Reduces frustration. Clear steps prevent delays, duplication, and confusion.
Supports accountability. Everyone knows their role and responsibilities.

How It Works at Hemlock
Start with the person directly connected to the issue. If more support is needed, move to the next step.
Classroom: Teacher → Principal → Superintendent
Athletics: Coach → Athletic Director → Principal → Superintendent
Food Service: Food Service Director → Principal → Superintendent
Transportation: Transportation Coordinator → Principal → Superintendent
Board of Education
The Board is the final authority in the HPSD structure, responsible for governance and policy. Administrators oversee daily operations. The Board meets monthly—typically on the first Wednesday—to conduct business. Concerns should follow the chain of command prior to reaching the Board so staff have the opportunity to respond and resolve matters efficiently.Board President Matt Wesener added, “Good governance depends on a strong process. The chain of command ensures concerns are addressed promptly and fairly, while preserving the Board’s role in policy and oversight. It’s about service, accountability, and trust.”
